Gary Andres Joins HHS as Assistant Secretary for Legislation
The House staffer received bipartisan Senate approval.
The U.S. Senate today held a recorded vote to confirm one individual nominated by President Donald Trump to serve in the executive branch of government - specifically in the U.S. Department of Health and Humans Services led by Secretary Robert F. Kennedy Jr. since February 2025.
In a 57-40 vote, Gary Andres was confirmed as Assistant Secretary of Health and Human Services for Legislation. The position has been held by an acting official since January 2025, when Melanie Anne Egorin resigned after serving since October 2021.
Democrats Maggie Hassan and Jeanne Shaheen of New Hampshire, Raphael Warnock of Georgia, Peter Welch of Vermont, and Sheldon Whitehouse of Rhode Island joined 52 Republicans in approving Andres’ nomination. 38 Democrats and two Independents voted in opposition. Senators Tom Cotton (R-AR), Ruben Gallego (D-AZ) and Mark Kelly (D-AZ) did not vote.
Andres was nominated to this position by Trump in February 2025. Since January 2023, he has been Republican Staff Director on the U.S. House Committee on the Budget.
Previously, Andres worked as Majority Staff Director on the U.S. House Committee on Energy and Commerce from January 2011 to February 2017 and Republican Staff Director on the U.S. House Committee on Ways and Means from April 2018 to February 2023. Outside of Congress, he worked as Senior Executive Vice President of Public Affairs for Biotechnology Innovation Organization.
