Senate Confirms Paul K. Martin as USAID Inspector General
The office has been led by acting officials since January 2021.
The U.S. Senate today held a recorded vote to confirm one individual nominated by President Joe Biden to serve in the executive branch of government - specifically in the U.S. Agency for International Development (USAID) led by Administrator Samantha Power since May 2021.
With a voice vote, Paul K. Martin was confirmed as Inspector General of the USAID. The position has been led by two separate acting officials since January 2021, when Ann Calvaresi Barr resigned after serving since November 2015.
Martin was nominated to this position by Biden in July 2023. Since November 2009, he has served as the Inspector General of the National Aeronautics and Space Administration (NASA). Since April 2020, he has also served as Vice Chair of the Pandemic Response Accountability Committee.
Previously, Martin was a staffer at the U.S. Sentencing Commission from 1985 to 1998. He then served as Special Counsel to the U.S. Department of Justice’s Office of the Inspector General from 1998 and 2001 and then as Counsel from 2001 to 2003. From 2003 to 2009, he served as Deputy Inspector General at the Department of Justice.
Notably, Martin is the second individual Biden has nominated to become Inspector General of USAID. Nicole Angarella was originally nominated in July 2021. She was withdrawn from consideration in January 2023 after the Senate failed to take action.
